Focus Area 3

Review the concepts, proposals, and key considerations for Focus Area 3. Let us know which proposals you like, which proposals need improvement, and which proposals should be removed from consideration.

Please note:

  • Concept Alternatives were generated from feedback received from Community Workshops #1 & #2, key considerations noted underneath the concepts, informed by analysis completed by the project team and vetted by the Waterfront Master Plan Advisory Committee.
  • You may combine or divide proposals for each concept for each focus area. E.g., you may choose to like A1 and B2.

Key Considerations

  • A3 and B3 are the same in both concepts.
  • A4 and B4 are the same in both concepts.
  • Plan Morro Bay calls for implementing lateral access along the coast through the Morro Bay Harborwalk. This is called for in multiple policies and implementation actions in the Land Use, Community Design and Circulation Elements.
  • Much of this area on the oceanside of the Embarcadero is in the Commercial Fishing (CF) zoning district. This district is intended to preserve areas that serve or facilitate licensed fishing activities, commercial fishing, and incidental uses supportive of fishing activities in the Fisheries Sector (Measure D Zone), shown on Figure LU-5 of Plan Morro Bay and pursuant to Measure “D” of the June 2, 1981, City ballot. The CF District intends to retain the City’s small-town fishing image, ensure that development does not conflict with the fishing industry, and prioritize existing and new harbor-dependent uses. Land uses are limited to coastal dependent uses, including boating and fishing facilities, marine sales and services, and incidental parking and utility uses that are supportive of fishing activities.
