Focus Area 2

Review the concepts, proposals, and key considerations for Focus Area 2. Let us know which proposals you like, which proposals need improvement, and which proposals should be removed from consideration.

Please note:

  • Concept Alternatives were generated from feedback received from Community Workshops #1 & #2, key considerations noted underneath the concepts, informed by analysis completed by the project team and vetted by the Waterfront Master Plan Advisory Committee.
  • You may combine or divide proposals for each concept for each focus area. E.g., you may choose to like A1 and B2.

Key Considerations

  • The area adjacent to Morro Creek is subject to flooding and coastal hazards.
  • There are 5 Environmentally Sensitive Habitat Areas (ESHAs) located directly on the Power Plant Property and three additional areas adjacent to the site; any proposed development must be located outside of any ESHA and required ESHA buffers.
  • The current Memorandum of Understanding (MOU) with the City requires the removal of the stacks and power plant building.
  • Property is privately owned by Vistra. Implementation of proposals would require Vistra approval.
  • Future development would have to remediate site contamination, including heavy metals and petroleum hydrocarbons. The main area of contamination is the 24-acre former tank farm site where a battery plan was previously proposed. Consider cost of remediation or maintenance in potential visions for the property.
  • In 1997, PG&E imposed a deed restriction on most of the 107-acre site in connection with the sale of the property to Duke Energy. The deed restriction prohibits temporary lodging, hospitals or other health-care facilities, schools, daycare centers for children, parks, playgrounds, or other recreational uses on the Power Plant Property.
