CBTP Background

Community Based Transportation Plans (CBTPs) are outreach-based plans that include mobility and access improvements in “Equity Priority Communities” (EPCs). EPCs are neighborhoods across the Bay Area with high rates of low-income and minority households. The goal of every CBTP is to collaborate with EPC residents and community organizations to identify local transportation challenges and then develop meaningful improvements. Hayward CBTP projects and recommendations are intended to improve quality of life for residents of the CBTP study area, which is composed of multiple underrepresented neighborhoods (EPCs). For that reason, the Hayward CBTP will be made most meaningful with the input of study area residents. We also understand that residents of other area of Hayward may have valuable perspectives, and therefore we welcome citywide input.

The Bay Area Metropolitan Transportation Commission (MTC) has developed guidelines for CBTP development. In addition to focusing improvements on EPCs, CBTPs are based on outreach to communities often excluded from the planning process. By working with local community organizations, providing multilingual outreach opportunities, and providing various outreach formats, the CBTP process is an opportunity to ensure that diverse populations influence local mobility and transportation.

The CBTP program was launched in 2002 by MTC to identify transportation challenges in equity priority communities, as part of its Lifeline funding program. MTC awards CBTP funding to county transportation agencies (CTAs) to administer funding for and development of these community plans on MTC’s behalf.

Hayward’s CBTP program is led by the City of Hayward in partnership with the Metropolitan Transportation Commission (MTC) and the Alameda County Transportation Commission (ACTC).
