Housing Element Amendments Public Review
The City of Ontario has released an updated Draft Amendment to the 2021–2029 Housing Element for public review.
In accordance with California Government Code Section 65585(b)(1)(A), revisions to a Housing Element must be made available for public review prior to submittal to HCD.
The City has prepared an updated Draft Housing Element Amendment in response to comments received from the public and the California Department of Housing and Community Development (HCD) regarding the March 2026 draft amendment. The June 2026 draft includes updates to the Affirmatively Furthering Fair Housing (AFFH) analysis (Chapter 3), corrections to the Housing Resources Section (Chapter 5), revisions to Housing Program 13 (Chapter 9), and updates to the sites inventory by APN (Appendix B).
Hearing Draft Housing Element Technical Report Amendments (June 2026)

Public Review Period:
The public review period will be open from June 5, 2026, through June 12, 2026, with comments due by 5:00 p.m. on June 12, 2026. Comments received during this period will be considered by the City Council prior to resubmittal of the updated Housing Element Technical Report Amendment to HCD.

The Final SEIR includes comments on the Draft SEIR, responses to those comments, and minor revisions to the Draft SEIR in response to comments.
The Hearing Draft Policy Plan Amendments address responses to comments received during public review and from the California Department of Housing and Community Development (HCD) regarding the March 2026 draft amendments, and corrections. Changes to the documents remain consistent with the environmental review.

Planning Commission.
The Ontario Policy Plan Amendments and Eucalyptus Business Park Specific Plan Projects are scheduled for review by the Planning Commission on April 28, 2026 at 6:30 pm in Council Chambers at City Hall, 303 E. B Street. The hearing will also be broadcasted LIVE on OntarioTV. This upcoming hearing represents an important step in the project’s review process.
Members of the public will have the opportunity to provide public comment for consideration before the Planning Commission makes a recommendation to the City Council. Comments may be provided in the following ways:
- COMMENT IN PERSON: Anyone wishing to speak during the public comment or on a specific agenda item should fill out a green slip and submit it to the Secretary. Comments will be limited to 3 minutes. Speakers will be alerted when their time is up. Speakers are then to return to their seats, and no further comments will be permitted.
- COMMENT BY EMAIL: Submit your comments by email no later than 4 PM on the day of the meeting by emailing your name, agenda item you are commenting on and your comments to planningdirector@ontarioca.gov. All comments received by the deadline will be forwarded to the Planning Commission for consideration before action is taken on the matter.
- COMMENT BY TELEPHONE: Submit your comments by telephone no later than 4 PM on the day of the meeting by providing your name, agenda item you are commenting on, and your comment by calling (909) 395-2036. Pursuant to Public Resources Code Section 21080.4, responsible and trustee agencies must submit any comments in response to this notice prior to the close of the specified public review period. NOP, Open House, and Scoping Meeting Materials

What updates are being considered?
The City of Ontario is evaluating proposed changes to The Ontario Plan to address property owner requests, comply with state laws, and consider associated environmental impacts. More than 1,600 acres are being evaluated for land use and housing policy changes. In addition, revisions to truck routes are being studied. Changes are primarily focused in southern Ontario.
Concurrent with the Policy Plan Amendments, the City is also evaluating the Eucalyptus Business Park Specific Plan project to strategically assess a single set of amendments, allow for a thoughtful and holistic assessment of proposed land use modifications, and ensure consistency with the Policy Plan's overarching purpose and intent.
The City is considering changes to:
The Policy Plan Amendment project involves modifying the currently permitted and planned TOP land use pattern. More than 1,300 acres are impacted by land use or housing policy changes, with revisions primarily focused in southern Ontario. These proposed changes to TOP are driven by requests from property owners and developers who seek to alter the allowable type or intensity of land use on their properties as well as land use changes required to improve land use compatibility, maintain compliance with state laws, uphold long-term planning goals, and plan for a cohesive land use pattern that repositions the southwest portion of the city as a central business center. A critical aspect of these proposed Policy Plan Amendments is to ensure compliance with state laws.
The Eucalyptus Business Park Specific Plan (EBPSP) proposes to establish an employment center on undeveloped properties north of Eucalyptus Avenue between Campus Avenue and Walker Avenue.
The proposed project would establish nine planning areas that would provide for the development of the site with approximately 2,939,000 square feet of Business Park uses on 138.01 acres and 36.44 acres of Open Space – Parkland. The remaining 14.50 acres would be utilized for roadway dedications and improvements.
