Policy Plan Amendments and Zoning Changes
The City of Ontario is evaluating proposed changes to The Ontario Plan to address property owner requests, comply with state laws, and consider associated environmental impacts. More than 1,300 acres are being evaluated for land use and housing policy changes.

The proposed land use changes affect Figures LU-01-LU-04 as follows:
LU-01: Land Use Plan. Amended to display the proposed changes consistent with the interactive map above.

LU-02: Land Use Designations. Amendment to reflect the following changes:
- Mixed-Use Meredith: increase minimum residential density.
- Mixed-Use Sports Park: new mixed use designation identified in areas around the sports park, which can be implemented by the SP zone or the MU-3 zone.
- Mixed-Use Eucalyptus/Chino Airport Overlay: to be removed.
- Minor reference updates and clarifications
LU-03 Future Buildout Table. Amended to reflect the projected buildout of the proposed land use plan, consistent with TOP 2050 growth assumptions.

LU-04 Mixed Use Areas. Amended to reflect detailed mixed use areas, consistent with the proposed land use plan.
Truck Routes. The city conducted analysis and outreach throughout 2025 to evaluate truck routes in the mobility element as directed by state law, enacted through Assembly Bill (AB) 98 and Senate Bill (SB) 415. As a result of this analysis and outreach updates to the City's truck routes in Southern Ontario are proposed. The proposed changes:
- Reduce exposure to the impacts of truck traffic for approximately 1600 existing homes along Archibald Ave.
- Redirect truck traffic away from environmental justice areas adjacent to Archibald Ave. and south of SR 60 and the Grand Park.
- Eliminate truck routes adjacent to approximately 11,000 planned homes along Archibald Ave. and Ontario Ranch Rd. (west of Walker).
- Respond to many community concerns (see page 3 and 4 of the traffic boards from the community open house held 11/20/25 for location-specific comments).

Multipurpose Trails and Bikeways. The City is considering amendments to planned trails and bikeways. Changes under consideration coordinate planned pedestrian and bike infrastructure with proposed changes in land use and truck route locations. Trail and Bikeway amendments focus on improving safety by planning for facilities that provide a greater degree of separation from vehicle traffic (class IV and multipurpose trails/class I) throughout southern Ontario. These facilities would replace policy maps calling for several class II bicycle facilities (class II facilities typically share the road with vehicles, and are separated by a painted line). These changes promote safer travel.

Safe Systems Approach. Senate Bill 932 requires the city to implement a safe systems approach into roadway design, evaluating roadway safety holistically to account for human behavior, vulnerable road users, and infrastructure design.
As part of this, the city must identify roadways with a higher concentration of collisions and prioritze safety improvements to reduce collisions, with an emphasis on pedestrians and bicyclists. The city must identify and initiate improvements within 2 years, in this case, mid 2028.
The proposed changes include adding new policies M-1.9, and M-1.10, and a new implementation action M-1.1 to reflect the city's commitment to this requirement and comply with State Law. View the proposed policies and implementation action.
Roadway Classifications. Proposed amendment to Figure M-01 to show that Schaefer Avenue is not planned to provide vehicular access across the Cucamonga Channel.

Place Types. Proposed amendments to Place Types within the Community Design Element are under consideration to maintain consistency with proposed land use changes.
Place Type changes include:
- Elimination of the South Ontario Employment District, which is proposed to be replaced by the Eucalyptus Business Park Specific Plan, which is a separate project that planning commission will also be considering at the hearing.
- Creation of the Sports Empire District, which describes the intended outcomes of Policy Plan Goal CD-03 within the district immediately surrounding ONT Field [view Goal CD-03 on the policy plan website, no changes to the Goal are proposed]
- Updates to the South Euclid District, to reflect land use changes under consideration.
- Minor amendment to the Inland Empire Boulevard Corridor, to reflect the revised minimum density under consideration within the Mixed Use Meredith designation.
- Creation of a new neighborhood center - south of riverside drive (designated as 8L)
- Administrative updates throughout, such as updated thumb nail maps showing changes in the districts, minor map changes for consistency with the land use plan, references to the Grand Park and the name of the Guastic/Multimodal district.

Policy ER-5.4 Transition of Farms. The existing policy is proposed to be amended to reflect the City's long-standing practice regarding the transition of properties from agricultural to urban uses.

The Housing Element Technical report has been updated to evaluate a change in the City's sites inventory needed to comply with state housing law.

Eucalyptus Business Park Specific Plan
The Eucalyptus Business Park Specific Plan (EBPSP) proposes to establish an employment center on undeveloped properties north of Eucalyptus Avenue between Campus Avenue and Walker Avenue.
The proposed project would establish nine planning areas that would provide for the development of the site with approximately 2,939,000 square feet of Business Park uses on 138.01 acres and 36.44 acres of Open Space – Parkland. The remaining 14.50 acres would be utilized for roadway dedications and improvements.
Environmental Documents
Pursuant to Public Resources Code Section 21083 and CEQA Guidelines Section 15087, the SEIR was available for a 45-day public review from Thursday, March 5, 2026, through Monday, April 20, 2026. Pursuant to Public Resources Code Section 21080.4, responsible and trustee agencies must submit any comments in response to this notice prior to the close of the specified public review period.
